Referee Program Overview
HCSA is committed to providing a positive, safe, and professional environment for players, coaches, and referees. We value our referees and strive to support their development while ensuring fair and consistent game management.
All referee assignments, availability, and payments are managed through ZebraWeb.

Referee Registration & Assignments
- Must be certified through Georgia Soccer / US Soccer
- Create and maintain a ZebraWeb account
- Keep availability updated
- Accept/decline games promptly
Referee Pay Scale (subject to updates)
- U8 (4v4 / 5v5): $30 (center only)
- U10 (7v7): $35 (center only)
- U12 (9v9): $40 (center) / $25 (Assistant Referees)
- U13+ (11v11): $50 (center) / $35 (Assistant Referees)
- U13+ (7v7): $45 (center only)
Payment Policy
- 1099 independent contractors
- W-9 required before payment
- Paid bi-monthly
- Payments processed through ZebraWeb
Cancellation & Weather Policy
Game Cancellations
- 24+ hours notice → no pay
- Within 24 hours (non-weather) → full pay
Weather
- Within 2 hours of kickoff → full pay
- Earlier cancellations → no pay
- Assume games are ON unless notified
Referee Cancellations
- 24-hour notice required
- Late cancellations may impact assignments
Game Day Expectations
- Arrive 15 minutes before kickoff
- Wear full referee uniform
- Bring whistle, cards, and scorecards
- Check in teams and verify rosters
- Start games on time
- Maintain professionalism
Assistant Referees
- Stay aligned with second-to-last defender or ball
Sportsmanship
- Respect for referees is required
- Coaches manage sidelines
- Unsportsmanlike behavior will not be tolerated

To be added to ZebraWeb, please include:
- A copy of your current US Soccer / Georgia Soccer referee certification
- A completed W-9 form

Once received, you will be sent an invitation to join ZebraWeb and can begin setting your availability and accepting games.
